Juvenile justice services in New York State are approaching changes which will define the configuration of the system for years to come. Some, like the fate of secure residential centers operated by the State’s Office of Children and Family Services and legislation proposed by Mayor Bloomberg to have New York City assume responsibility for the operation of its own facilities, will be the focus of continuing debate and discussion.  However, there are other dramatic changes within the recently adopted State budget plan that represent significant policy shifts that have received scant attention in the rush to adopt an on-time budget.
